Clarington’s updated Community Improvement Plan will take effect January 1, 2027, replacing separate programs focused on downtown Courtice, Bowmanville, Newcastle and Orono with a municipality-wide framework.
Council adopted the plan at a special meeting on August 10. The municipality says the new framework contains 15 incentive programs intended to encourage property improvements, redevelopment and new investment.
Six focus areas
The plan groups its incentives under six areas: downtown commercial improvements; additional dwelling units and affordable purpose-built rental housing; employment-land investment; on-farm diversification; brownfield assessment and redevelopment; and conference or banquet facilities.
Potentially eligible work described by the municipality includes façade and accessibility improvements, new commercial space, industrial expansion, agri-tourism projects, contaminated-site assessment or cleanup, and tourism-related facilities.
Transition from the current plans
Applications submitted and deemed complete by December 31, 2026, will continue to be processed under Clarington’s existing Community Improvement Plans. New-program eligibility, funding limits and application requirements should be confirmed in the official plan before a project proceeds.
