About Whitby

The Town of Whitby is Durham Region’s second-largest municipality with a population of approximately 140,000. Located between Oshawa and Ajax on the Lake Ontario shore, Whitby serves as the headquarters of the Durham Regional Government, with the regional offices located at 605 Rossland Road East. Whitby is divided into four wards — North, West, Central, and East. Regional Councillors are elected at-large (not by ward), while Ward Councillors represent specific wards. The council has 9 members: the Mayor, 4 Regional Councillors, and 4 Ward Councillors. The town features a vibrant downtown (Whitby’s Heritage District), the waterfront Whitby Harbour area, and significant commercial development along Taunton Road. Major employers include the Durham Regional Government, Ontario Shores Centre for Mental Health Sciences, and numerous corporate offices. Whitby is served by the Whitby GO Station, Highway 401, and Highway 407.
