Scugog residents have an opportunity to comment on proposed changes to the organizations supporting drinking-water source protection. Ontario is consulting on regulatory changes linked to regional conservation authorities, while separately seeking early input on the design of future watershed councils.

In an October 27 announcement, Kawartha Conservation says existing source protection areas and plans would remain in place under the proposed framework. The provincial registry notice likewise describes continuity of existing plans. These are proposals and consultation opportunities—not an announcement that local protections have been withdrawn.

What the proposed changes would do

The Clean Water Act proposal would update regulations to reflect regional conservation authorities and specify which source protection committees each authority would support before watershed councils are established. The proposed Eastern Lake Ontario Regional Conservation Authority would support the Cataraqui, Trent Conservation Coalition and Quinte committees during that transition.

A separate discussion notice asks for views on watershed councils’ responsibilities, membership, selection and operating procedures. It says current source protection committees would continue until the new councils are established and begin performing those roles. A specific watershed-council regulation would be consulted on later; the discussion questions are not enacted operating rules.

How residents can participate

Read and respond to Environmental Registry notice 026-1070 for the proposed regulatory amendments, and notice 026-1075 for the watershed-council discussion questions. Kawartha Conservation says both consultations close December 6 at 11:59 p.m.; the council discussion notice independently displays that deadline.

The notices concern governance of source protection. They do not report a new contamination incident, boil-water advisory or test result for a particular Scugog water supply.
